Lithuania and Estonia recognise the RDW approval for FSD (Supervised)

Lithuania and Estonia became the next European Union countries after the Netherlands to recognise the availability of FSD (Supervised). Both rely on the Dutch type approval issued by the RDW regulator: instead of certifying independently, they recognise the existing Dutch approval, which serves as the legal basis for activating the system.

Lithuania became the second EU country after the Netherlands to formally adopt the system; on the available information, this happened in May 2026. Estonia followed: its local transport authorities likewise accepted the existing Dutch type approval, with the actual rollout to owners following that recognition.

This mechanism illustrates how the European type-approval system works: an approval granted in one EU country can be recognised by other member states, allowing the geography of FSD (Supervised) to expand without a full national certification in every country. This is why the Dutch decision is regarded as a template for the entire European Union.

For owners in Lithuania and Estonia, this means that eligible vehicles (on the HW4/AI4 platform) gain access to FSD (Supervised) as software activation reaches them. As in other countries, the system retains its "Supervised" status: it requires continuous supervision by the driver and is not fully autonomous.
