FSD (Supervised) enabled for owners in the Netherlands

The Netherlands became the first European Union country where FSD (Supervised) was made available to owners of eligible vehicles. The basis was a formal type approval issued by the Dutch regulator RDW (Rijksdienst voor het Wegverkeer) in April 2026. The approval covers a Level 2 system, meaning one that requires continuous supervision by the driver.

Once the approval was in place, Tesla activated the feature via an over-the-air (OTA) update, with no service visit required. Access was granted to vehicles built on the HW4/AI4 hardware platform; earlier hardware was not part of the initial rollout.

The regulatory significance of the step extends beyond a single country. The RDW approval is regarded as a template legal and technical framework for the entire European Union: it establishes a procedure that other national regulators can rely on when recognising the system for their own markets. It was the Dutch decision that opened the path to the subsequent expansion of FSD (Supervised) into other EU countries.

For owners in the Netherlands, this means the feature became a standard offering rather than an experiment: it is enabled in software on already-sold vehicles of the appropriate configuration. The "Supervised" status remains in force — the driver must keep their hands on the wheel and be ready to intervene at any moment, and the system is not fully autonomous.
